Is there any way I would be able to push someone in a wheelchair through the ruins?

Tours I have been involved in the past have enabled wheel chair users to access a small section of the ruins. This requires using the access point located near to the gladiators 'palestra'. The wheelchair user would then return back the way they came. Any other members of your group could then continue with a guide to see more of the site and reunite at the one of the coffee shops outside the ruins.
